Congestion Charge has been enforced in Central London since 2003.

Road traffic speeds are low – on an average less than 15m/h in morning peak-time, and decreasing (apart from the Congestion Charging zone).

48% of cycling trips and 14% of walking trips in London are work-related. (TfL 2004).
