About ASTUTE

ASTUTE is a three year project, part of the Intelligent Energy for Europe's (IEE) STEER Programme. Its aim is to increase the number of journeys taken by walking or cycling.

Increasing the percentage of travel undertaken by walking or cycling is a clear way to reduce CO2 emissions. Working in six urban areas - Budapest, Dublin, Granada, Graz, London and Siracusa - and focusing on behavioural change through the use of ’soft measures’ (education, training and publicity), ASTUTE will overcome the organisational barriers that prevent an increase in the use of walking and cycling in European cities. This will be achieved across a variety of policy and decision-making systems, through the provision and use of practical solutions in both the public and private sectors. In addition, measures will be piloted in the private sector through the development of Workplace Travel Plans.

The ASTUTE project, consisting of partner organisations, from the 6 European partner cities are working together to:

*   Identify the barriers to walking & cycling
*
*   Develop a methodology to overcome them (using travel planning and travel awareness techniques)
*
*   Use the methodology to implement actions in municipalities and workplaces
*
*   Implement via a multilingual dissemination programme

Objectives & Aims

The four primary aims of the ASTUTE project partnership include:

*   10% increase in levels of cycling and walking
*
*   100 businesses with a Travel Plan in place
*
*   Develop and implement a ‘toolkit’ for application across the EU
*
*   Create and provide a predictive tool for policy-makers

Main Phases

The ASTUTE project lifecycle is divided in to three main phases, scheduling project work and outcomes within defined timeframes. The three main phases of the ASTUTE project and associated project outcomes are as follows:

Feb - 06 to Nov - 06
*   Define and understand the barriers to extending walking and cycling
*
*   Identify good practice solutions
*
*   Develop and draft the ASTUTE toolkit of actions to overcome identified barriers

Dec - 06 to Jun - 08
*   Test the transferability of the ASTUTE toolkit within municipalities & employers (develop Work Based Travel Plans) and comparing results

Jun - 08 to Jan - 09
*   Review and revise the ASTUTE toolkit
*
*   Disseminate via DVD in 10 Member States

Expected results

The ASTUTE project aims to achieve the following outcomes:

*   Increase in the public acceptability of walking and cycling
*
*   Improved coordination between all the organisations responsible for walking or cycling on local/regional level
*
*   Increase in the use of walking or cycling
*
*   Reduced emission of CO
*
*   Private sector to realise extra benefits of Work Based Travel Plans
*
*   Increase in awareness of citizens
